The original application was initially refused by the Local Planning Authority citing conflict with the spatial strategy and concerns regarding amenity provision arising from the proposed layout. However, these issues were successfully addressed through a robust Appeal Statement prepared by Morgan Elliot Planning, alongside a comprehensive Landscape Mitigation Strategy provided by Rappor.
In allowing the appeal, the Inspector gave significant weight to the demonstrable shortfall in the district’s housing supply. This invoked the tilted balance under paragraph 11(d) of the NPPF, ultimately tipping the decision in favour of the development. The approved scheme represents a sustainable form of development, making efficient use of existing buildings and embodying a low-carbon approach. It also enables the appellants’ extended family to establish their home in a constrained area, located within the Cotswold National Landscape.
